fix: 顶栏圆形按钮水平对齐+国旗完整显示

Browse Source 
- header-right: flex + align-items:center + gap:12px
- 所有按钮: min-width/min-height:36px + box-sizing
- 国旗: overflow:visible, 24x18矩形圆角, 不再被裁切
- margin全部归零, 由gap统一控制间距
